This is exactly what Rumsfeld's mission to Iraq was in 1983, as official
reports from that meeting with Saddam, released earlier this year, showed.
He wanted that oil pipeline to Haifa built. Spot the infrastructure "terror"
magnet. (Actually, it's officially "rebuilding" Iraq. The pipe was in use
prior to 1948 and still remains in places, with a diameter of 8 inches. The
new requested estimate asks for 42 inches.)

The United States has asked Israel to check the
possibility of pumping oil from Iraq to the oil
refineries in Haifa. The request came in a
telegram last week from a senior Pentagon official
to a top Foreign Ministry official in Jerusalem.
