‘Hull Time Based Arts is an artist led organisation, existing to pioneer and champion new work in time based media’
Commissions for ‘SPEECHLESS’ project

INVITATION
The commissions will provide opportunities for four artists to create new and innovative large-scale projection works.  
‘Speechless’ invites artists to explore exclusive of sound, notions of cultural tourism and possibilities of residential 
displacement and disempowerment affected through regeneration programmes. Although not necessarily based on the 
area, the works themselves will respond to the environment on which they are projected. The River Hull Corridor, a 
designated ‘Heartlands Improvement’ Zone is undergoing a facelift, directing visitors over the new footbridge to the multi-
million pound tourist attraction, ‘The Deep’.
The silent works will be digitally composed and may be derived from video, still photographic imagery, the internet/web art 
or a combination of these media.
Artists will engage with normally excluded and ‘silent’ community groups, linking with Hull’s Homeless and Rootless 
project, to enable the production of responsive works exploring aspects of communication: the skills and techniques, 
understanding, expressions, abilities, comedy, spontaneity and interaction. 
The proposed backdrop is the huge South-facing facade of Hull’s Rank Hovis Building, itself providing an intriguing, 
historical cultural context with its links to Lord Rank, the filmmaker. Lord Rank entered the film industry in 1934 making 
religious films
The selected artists will be in residence in Hull with free access to HTBA’s in-house digital facilities including technical 
expertise, marketing and profile. 
Commission budget of £3,800. Hull Time Based Arts will supply available equipment for the artwork. Deadline for 
submissions: September 30th 2002.
