Not just Germany, but USA too. The KLA (Kosovo Liberation Army) was the only
guerilla movement in history that had its own aviation ;-) (NATO of course)

But don't be naive, Kosovo ground is very ritch with coal (hundreds billions
of  tons), zinc, coper, gold, lead etc. Also ideal for military bases, and
smugling drugs from the near east.
