Justice in the Balkans

With even Carla Del Ponte contemplating shifting some of the 
proceedings against war crimes suspects from the Balkans back to the 
Balkans, it is important to assess the readiness of the legal system 
in the post-Yugoslav societies to accept those cases and deal with 
them. If ICTY is really that bad, as everybody seems to be telling us 
lately, boldened by the brazen stance of the sitting US government 
against the International Criminal Court, then the question is wether 
the alternative is any better. Human Rights Watch seems to think that 
is not the case.
