Absolutely not an assassination. If it would be an assassination 
attempt, it would be a car-bomb, not just a car. Single car crashing 
into a motorcade have a very slim chance of success in assassination 
attempt. This was just a prank to embarrass both the current Serbian 
leaders and the Americans. This guy is probably some old Udba guy, 
and wanted to show how current security in Serbia sucks, and how 
Americans don't know their heads from their asses just by employing 
him. And as such it was a mediocre success (it was not huge because 
it did not receive international media attention).

Amusingly, now that it is discovered that the man - Miroslav Cimpl -
that broke in the motorcade of Serbian president Boris Tadic, which
was then characterized as an assassination attempt, is a security
employee of the US Embassy in Belgrade, Serbian authorities are
trying to downplay the incident as a simple car accident. Cimpl
followed the motorcade and clashed with it twice then run away, which
kind of removes the possibility that it was not intentional. US
Embassy expressed sincerest regrets.
