The following is a zoning and planning
proposal sent to the Port Authority of
New York and New Jersey on 9/16/02.
The reason for distributing it now is to
offer a counterpoint to the current 9/11
memorial and ground zero development
efforts. It is an open-plan, and also an
open-development, there is no copyright
for the imagery or ideas, it is meant to open
up thinking about how the site is able to
address the issues it needs to, if only it
had as its priority the autonomy of the 9/11
and WTC memorial, at its core, not as the
outcome of private real estate development.
Something drastic is missing. It is believed it
is priorities, values, and understanding of the
nature of this site, its potential, and the ability
to go beyond the past to create our new future.
That's freedom, and it's found in a memorial park.

A plan for the zoning, design, and development
of Lower Manhattan to rebuild and re-imagine
the new NYC, while never forgetting the events
of 9-11-2001 at the World Trade Center complex.

Instead of focus on a few buildings on the site,
this proposal develops old and new buildings
around the periphery, interconnecting the
various communities, public & private, into one.

This approach enables multiple zones to be under-
construction, simultaneously, by different teams
of architects working within a set-of-rules
to ensure consistent outcomes, at the same
time as maximum creative possibilities.

The World Trade Center Memorial Park would
enable survivors, visitors, businesses, and the
community to renew the area, demonstrating
that our common values & ethics always triumph.

Stairs and elevators transport
visitors from the meditative
volume, into the Memorial Park

to peer into the mystery below-
appearing as an apparition
to those searching the heavens.
