     Miguel Angel Mansilla, 28 years old, is an active member of the 
Unemployed Workers Movement (M.T.D.) of the F.O.R.A. (the Workers Federation 
of the Argentine Region) in the neighborhood of "The Second of April" on the 
outskirts of the city of Bariloche in Argentina.  He was one of the young 
men who organized the M.T.D.  Since the M.T.D. was organized it has not 
ceased to be considered as a "problem" by the local government.  That 
government has initiated a "legal" campaign of criminalization - "legality" 
combined with the government's own illegal activities, beatings, and attacks 
with lead-bullets!

     On Saturday, 21 June 2003, at approximately 11 o'clock in the morning, 
the provincial police of Bariloche violently burst into the house where 
Miguel Angel Mansilla and his wife and their three children were living.  
Immediately, without any explanation, he was arrested and transferred to the 
local City Hall where they stripped him, struck him repeatedly, and have 
maintained him incomunicado for a number of days without water and without 
food.  The excuse for this arbitrary detention had not been communicated to 
his relatives and friends.

     Now, Miguel Angel Mansilla has been accused of Armed Robbery and 
Intentional Homicide.  The case has been placed in the hands of the Judge 
Baquero Lascano, the N° 2 Judge of the city.

     After keeping Miguel in prolonged isolation, he was brought to a 
line-up where he was not identified, the supposed witness was contradicted 
and disproved, and the paraffin-test did not incriminate him.

     Nevertheless, Miguel Angel Mansilla continues in detention, asking for 
our solidarity - that we act to bring pressure so that the Judge will 
determine his release within the "legal" time-limit of ten working days that 
concludes on Friday the 4th of July, 2003.  There is an urgency to this call 
for solidarity because on Monday the 7th of July will begin an entire month 
of judicial recess, with the distinct possibility that Miguel Angel Mansilla 
will continue in detention at the risk of injury or death at the hands of 
the police - whose violence rules in the city of Bariloche, the so-called 
“CITY OF LIFE.”

     Do not suffer the persecution and criminalization of people who fight 
for liberty at the margins of political structures!

     We ask that all friends and labor activists send immediate protests to 
the Judge N° 2 of the city of Bariloche at Telephone/Fax 02944–425391.

Miguel Angel Mansilla (28 años) es un activo del Movimiento de Trabajadores 
Desocupados (M.T.D.) -  F.O.R.A., del barrio 2 de Abril (ex – 34 hectáreas) 
de las afueras de Bariloche, así como uno de los jóvenes que formaron el 
M.T.D., desde que se organizaron no han dejado de ser un problema para el 
gobierno local, que comenzó con una campaña de criminalización del barrio, 
amenazas, detenciones ilegales, golpizas e inclusive agresiones con balas de 
plomo.

El pasado Sábado 21 de Junio aproximadamente a las 11 de la mañana la 
policía de la provincia irrumpió violentamente en la vivienda del compañero 
donde estaba él con su mujer y sus tres niños, inmediatamente sin muchas 
explicaciones fue detenido y trasladado a la Alcaldía Local donde lo 
desnudaron, golpearon y lo mantuvieron incomunicado durante unos días sin 
agua ni alimento.

La excusa de esta detención arbitraria fue comunicada a sus familiares y 
compañeros, se lo acusa de Robo a Mano Armada e Intento de Homicidio, la 
causa esta en manos de la Jueza Baquero Lascano del Juzgado N° 2 de la 
ciudad.  Luego de levantarle la prolongada incomunicación paso a rueda de 
reconocimiento donde no fue identificado, la supuesta testigo se desdijo y 
la prueba de parafina tampoco lo incrimino, pero el compañero sigue detenido 
y pidiendo nuestra solidaridad para de alguna manera hacer presión para que 
la jueza determine su liberación en el plazo de los 10
(diez) días hábiles que vencen el Viernes 4 de julio del 2003.

La urgencia de el llamado radica en que a partir del Lunes 7 comienza la 
Feria Judicial con un mes de duración existiendo la posibilidad de que el 
compañero siga detenido con riesgo de montaje de otra causa o en manos de la 
violencia policial que reina en la Alcaldía de “LA CIUDAD DE LA VIDA”.

Basta de persecucion y criminalizacion de los que luchan por la libertad al 
margen de las estructuras politicas!

Pedimos a todos los compañeros envien su repudio al juzgado N° 2 de la 
ciudad de Bariloche tel /fax 02944 –425391, la jueza a cargo del caso es la 
Dra. Baquero Lascano exigiendo la liberación inmediata del compañero Miguel
