Mit Ala Plastica (La Plata), Maclovio Rojas/Borderhack (Tijuana), Park
Fiction (Hamburg) und Sarai Media Lab (Delhi).
Der vom 26. bis 29. Juni 2003 in Hamburg St. Pauli stattfindende Kongress
"Unlikely Encounters in Urban Space" wird in der ersten Juliwoche durch die
Republik reisen und den Partnerprojekten DresdenPostplatz und ErsatzStadt
Berlin von den Kongresstagen in Hamburg berichten.

ErsatzStadt widmet sich, ausgehend von der These, dass die Realitaet urbaner
Alltagspraxen das Konzept der buergerlichen europaeischen Stadt in Frage
stellt, die Strategien partizipativer Architektur. „Hier entsteht“ ist eine
temporaerer Anbau in, um und auf dem Pavillion der Volksbuehne, der als
Forum fuer Theorie und Praxis sozialer Mitbestimmung und selbstorganisierter
Aneignung in Architektur und Staedtebau fungiert.

Ala Plastica, La Plata

ALA PLASTICA arbeitet an der rhizomatischen Verbindung oekologischer,
sozialer und kuenstlerischer Verfahren. Im ehemaligen Zoo von La Plata
besetzte die Gruppe Anfang der 1991 die ehemalige Buecherei, um von dort aus
den von der Diktatur zerstoerten oeffentlichen Raum zu rekonstruieren. ALA
PLASTICA verbinden direkte Interventionen, Satellitenfoto-Analysen und eine
praezise Begrifflichkeit zu einem Parallelluniversum, ohne auf das
symbolische Potential der Kunst zu verzichten.
1998 ging Ala Plastica in die Suempfe des Rio de La Plata, um in
Zusammenarbeit mit der lokalen Bevoelkerung Verfahren zu entwickeln, wie das
von Shell oelverseuchte Ökosystem wieder gereinigt werden koennte. Der
Grosskonzern hatte zunaechst seine Verantwortung geleugnet, und war dann mit
seinen globalen Methoden der Katastrophenbekaempfung an der Komplexitaet des
filigranen Sumpflandes gescheitert, bzw. fuegte weiter Zerstoerungen hinzu.
Ala Plastica hingegen bezog das lokale Wissen der Einheimischen, die von
diesem Land leben, in einen experimentellen Prozess mit externen Biologen
mit ein. Schliesslich gelang es Ala Plastica, die Unesco zur Unterstuetzung
ins Boot zu holen, und damit eine Beziehung und Dynamik zwischen einer
globalen Institution und lokalem Wissen herzustellen.
Durch Projekte wie dieses, schafft es Ala Plastica einerseits direkt
einzugreifen, und zugleich eine Struktur herauszuarbeiten: deutlich zu
markieren, was eine global verursachte Katastrophe ist, und was der
Unterschied ist zwischen lokalem und globalem Wissen. Und die globale
Dummheit mit einem radikalen Gegenentwurf zu konfrontieren.

Maclovio Rojas / Borderhack, Tijuana

Maclovio Rojas ist eine abtruennige ejido-Siedlung an der mexikanisch-
kalifornischen Grenze, 7 Meilen entfernt von Tijuana, der
schnellstwachsenden Stadt Mexicos. Nur ein Steinwurf trennt Tijuana von San
Diego, der reichsten Stadt der USA. Und der am strengsten bewachten Grenze
der Welt.
Mit der mexikanischen Revolution von 1910 bekamen landlose Bauern das Recht,
ungenutztes Land kollektiv in Besitz zu nehmen, um es zu bewirtschaften und
zu bewohnen. Der Artikel, der die ejido-Rechte verbuergte, wurde 1993 aus
der mexikanischen Verfassung gestrichen, um im Zusammenhang des NAFTA-
Abkommens die Attraktivitaet Mexikos fuer auslaendische Investoren zu
erhoehen. Maclovio Rojas ist ein massgeblich von Frauen mit zapatistischem
Hintergrund geleitetes ejido, bewohnt von etwa 1000 aus dem Sueden Mexicos
ausgewanderten Familien. Die selbstgebaute, illegale, autonome Stadt, mit
eigener Selbstverwaltung, Schulen und oeffentlichen Einrichtungen, ist
staendig vom Abriss bedroht. Parallell dazu betreiben die SiedlerInnen eine
schlaue Netzwerkpolitik mit KuenstlerInnen, kirchlichen und aktivistischen
Gruppen auf beiden Seiten der Grenze, und organisieren Gewerkschaftsarbeit
in den Maquiladoras.
Borderhack entwickelt Aktionen gegen die Grenze zwischen Mexico und USA.

Twickel ist Journalist und lebt in Hamburg, er hat Maclovio Rojas kuerzlich
besucht und wird von seiner Reise berichten und Videomaterial zeigen.

"Eines Tages werden die Wuensche die Wohnung verlassen und auf die Strasse
gehen ... Sie werden dem Reich der Langeweile, der Verwaltung des Elends ein
Ende bereiten." Das wurde das Leitmotiv einer Gruppe von Kuenstlerinnen und
Musike-rinnen, die sich 1994 einer Buergeriniative an St. Paulis Hafenrand
anschlossen, dem Rotlichtbezirk in Hamburgs aermstem Wohnquartier. Ziel der
Anwohner-initiative war es, die Bebauung der letzten Freiflaeche zu
verhindern und stattdessen einen kollektiv zu entwerfenden Park
durchzusetzen. Die Kampagne und der folgende Planungsprozess verbuendeten
und bereicherten in einzigartiger Weise Kunst, Subkultur und Politik. Nicht
nur um eine Gruenflaeche ging es, son-dern um die Organisation eines
kollektiven Prozesses, bestimmt von den indivi-duellen Sehnsuechten und
Wuenschen der Anwohnerinnen. Die Wunschproduktion wurde
wirtschaftspolitischen Interessen der "imagecity" (Schaefer) entgengestellt.
"infotainment" - Vortraege, die Entstehung des Parks vorwegnehmende
Aktionen, Konzerte, Raves, OpenAir-Filmvorfuehrungen und Ausstellungen -
stellte die Basis fuer den Planungsprozess her, indem die sozialhistorische
und- politische Bedeutung von Gaerten und Parks sowie die Konstruktion
oeffentlicher Raeume reflektiert wurde'.
Park Fiction entwickelte verschiedene Tools um den als Spiel organisierten
Planungsprozess zugaenglich zu machen: Das Wunscharchiv, die
Gartenbibliothek, das Knetbuero, eine Wunsch-Hotline, ein Planungscontainer
und ein ,Action-Kit (mobiler Planungskoffer) wurden eingerichtet,
Frageboegen und Plaene zum Ausfuellen verteilt.
Margit Czenki stiess 1997 zur Park Fiction-Gruppe, um in einem Film die
emphatische Qualitaet des Planungsprozesses einzufangen. Der Film zeigt die
Unterschiedlichkeit der Beteiligten und laesst die Vielstimmigkeit der
Wuensche sichtbar werden. Der offene Entwurfsprozess befoerderte ein
gemeinsames Filtern und Verschmelzen der aesthetischen und praktischen
Wuensche ebenso wie deren politische Durchsetzung. Immer wieder geaeusserte
Wuensche - z. B. einen Brunnen zu bauen - wurden mit Einzelentwuerfen, etwa
dem "Seeraeuberlnnen-Brunnen", in Verbindung gebracht. Die Frage, ob es
"Erdbeerbaumhaus, in das Erwachsene nicht hinein duerfen", geben solle,
wurde allgemein bejaht.
Die Bebauung der Freiflaeche konnte verhindert werden. Das Projekt von Park
Fiction befindet sich nach acht Jahren radikal demokratischer Planung mitten
in der Verwirklichung. Es ist damit ein einmaliges Beispiel konzeptueller
Kunst, in dem die Trennung des privaten und des oeffentlichen Raumes
ueberwunden und die unterschiedlichen Interessen fuereinander fruchtbar
gemacht werden konnten. "Der Park ist ein utopischer Ort, sein Vorbild ist
das Paradies ... Der Park Verspricht, was die Welt sein koennte."

Sarai ist ein Experimentierfeld fuer digitale kollektive Arbeit, ein urbanes
Forschungszentrum, ein Medien Labor. Sarai lesen die Staedte des
Alltagslebens, veroeffentlichen fantastische Reader, die das Kunststueck
hinbekommen, Urban Studies, akademische Analysen der staedtischen
Geruechtekueche und Alltagspoesie in einer wuerdigen und horizontalen Art zu
behandeln. Sarai beschraenken ihre Arbeit jedoch nicht auf das Netz oder den
Kunstbetrieb, sondern uebertragen die Open-Source Begriffe auf andere
gesellschaftliche Felder - auf die Stadt.
In den selbstorganisierten informellen Siedlungen von Delhi, die staendig
von Abriss bedroht sind, betreibt Sarai Computerlabore / Urban Studies
Zentren namens Cybermohallah. Jugendliche beschreiben die Staedte in der
Stadt, die auf den offiziellen Karten weisse Flecken sind. Mit ihren
sensiblen Beschreibungen der improvisierten Siedlungen schaffen die
Jugendlichen nicht nur eine fragmentarische urbane Literatur der
Megastaedte. Ihre Dichtung, veroeffentlicht in Hindi und Englisch verstaerkt
die Siedlungen auf einer zweiten Ebene. Aus einem der denkbar machtfernsten
Medien wird ein Element der konstituierenden Macht.
Arbeiten von Sarai und Raqs Media Collective waren auf der Documenta11 zu
sehen.

The Congress Unlikely Encounters in Urban Space, taking place in Hamburg St.
Pauli from June 26 to 29 will be travelling across Germany in the first week
of July to report the results of the Hamburg Congress to the partner
projects Dresden Postplatz and ErsatzStadt Berlin.

Based on the assumption that the reality of urban practises renders the
classic bourgeois conception of the european city obsolete, ErsatzStadt
focuses on strategies of participative architecture. „Hier entsteht“ („Under
Construction...“) is a temporary side building of the „Volksbühne“ pavillion
that serves as a forum for the theory and and practise of social
participation and self-organised intervention in architecture.

Ala Plastica works on the rhizomatic linking of ecological, social, and
artistic methods. In the former La Plata zoo, the group occupied the former
library in early 1991 to reconstruct from there the public space destroyed
by the dictatorship. Ala Plastica combine direct interventions, analyses of
satellite photos, and precisely defined concepts to a parallel universe
without giving up the symbolic potential of art.
In 1998, Ala Plastica went to the swamps of Rio de La Plata to develop
together with the local population methods to clean the ecosystem Shell had
polluted with crude oil. The large corporation initially denied being
responsible and then failed in fighting the catastrophe using its global
methods, due to the complexity of the delicate swampland. They caused even
more harm.
Ala Plastica, in contrast, included the local knowledge of the native
population living off this land in an experimental process together with
external biologists. Ala Plastica finally succeeded in winning the support
of UNESCO and thus creating a dynamic relationship between local knowledge
and a global institution.
Through projects such as these, Ala Plastica is successful both in
intervening directly and at the same time exposing a structure: they clearly
mark what a catastrophe caused on a global level is, as well as the
difference between local and global knowledge. They confront global
ignorance and stupidity with a radical alternative approach.

Maclovio Rojas / Borderhack, Tijuana

Maclovio Rojas is a renegade ejido settlement located on the Mexican-
Californian border, 7 miles from Tijuana, Mexico’s fastest growing city.
Tijuana is only a stone’s throw away from San Diego, the richest city in the
United States – and from the world’s most strictly guarded border.
The Mexican Revolution in 1910 granted landless peasants the right to
collectively take possession of unused land in order to cultivate it and
live on it. The article establishing the ejido rights was deleted from the
Mexican constitution in 1993 to make the country more attractive for foreign
investors within the frame of NAFTA. Maclovio Rojas is an ejido mainly
directed by women with a Zapatista background. It is inhabited by around
1000 families who emigrated from the south of Mexico. The self-constructed,
illegal, autonomous town with its own administration, schools, and public
facilities is permanently threatened by demolition; the community organisers
are subject to constant repression by the police. Parallel to guarding and
further developing the colony, the settlers pursue a clever networking
policy with artists, church and activist groups on both sides of the border
and organise union activities in the maquiladoras.
Borderhack develops actions directed against the border between Mexico and
the United States. Luis Humberto Rosales is a medical doctor and a founder
of Indymedia Tijuana. Christoph Twickel is a Hamburg based journalist who
just spent some time in Maclovio Rojas who will report on the situation
there and show some video material.

"Someday, wishes will leave the house and hit the streets.... They'll put an
end to the reign of boredom and bureaucratically managed misery." This was
the leitmotif for a group of artists and musicians who joined a citizens'
initiative in 1994 in the harbor area of St. Pauli, the red-light district
in Hamburg and one of the citys poorest quarters. Their goal was to stop
plans for construction on the last remaining open space and to have the city
build a collectively designed park instead. The campaign and the planning
process that followed brought together and enriched art, subculture, and
politics in unique ways. lt was not just about open space, but about
organizing a collective process guided by the individual wishes and desires
of the quarter's inhabitants. This "wishproduction" resisted the dominant
interests of economic policy propagated by "the ImageCity". "Infotainment"
(lectures, actions, concerts, raves, open-air movie screenings, and
exhibitions) formed the basis for the planning process, reflecting the
social, historical, and political importance of gardens and parks and the
construction of public spaces. In order to make it possible for peopie to
articulate their wishes, artists Christoph Schäfer and Cathy Skene developed
various tools for the initiative: a wish archive, a garden library, a clay
modeling office, a wish hotline, a planning container, and an action kit
(mobile planning briefcase). The artists also distributed questionnaires and
plans for the public to fill out.
Margit Czenki joined the Park Fiction group in 1997 to capture on film the
energetic spirit of the planning process. The film shows the wide variety of
wishes as well as the project's different participants. The open planning
process allowed participants to filter and combine aesthetic and practical
desires with political achievement. Frequently
mentioned wishes, such as a fountain, were matched with individual plans,
resulting in the "Pirate Fountain," for example, while everyone agreed to
the wish for a "strawberry tree house where grown-ups aren't allowed."
The planned construction was stopped. After eight years of radical
democratic urban planning and negotiations, Park Fiction is now being
realized. lt is a unique example of a combination of Conceptual Art and
collective subjectivity, navigating between private and public space and
various cultural fields: a project in which differing interests were able to
benefit each other. "The park is a utopian place; its model is paradise....

Sarai Media Lab, Delhi

Sarai is an experimental field for collective digital work, an urban
research centre, and a media lab. Sarai reads urban everyday life and
publishes fantastic readers that accomplish the feat of dealing with urban
studies, academic analyses of the city’s hotbed of rumours, and everyday
poetry - with dignity and in a horizontal way. Sarai’s work is not limited
to the Internet or the art business, however, but conveys open source
concepts to other social fields – to the city.
In Delhi’s self-organised, informal settlements, which are constantly under
the threat of being demolished, Sarai operates computer labs and urban
studies centres called Cybermohallah. Young people describe the cities
within the city that remain uncharted territory on official maps. With their
sensitive accounts of improvised settlements, the youths not only create a
fragmentary urban literature of the mega-cities; their poetry, which is
published in Hindi and English, reinforces the settlements on a second
level. A medium completely remote from power turns into an element of a
constituting power. Works by Sarai and the Raqs Media Collective could be
viewed at Documenta 11.
