well, I'm not sure it's very low tech
you need a computer and internet connection to see it
and the images are much heavier than if they were jpegs
I think it is very much 'travaux manuels'
don't know if this is still taught in school

even php, I find, brings people towards automation and systematization whereas
html is quite freehand, more flowing
