democracy?

Omnibus Bills are such legislative fraud. To cram so many disparate 
provisions in one Bill! What does budget for FBI has with how 
hospitals spend their money on women's health? How can be passing 
provisions for both in the same law called democracy? This is yet 
another tool that floats oligarchic rule of the conservative elite 
over this country. Why don't they bar federal, state and local 
agencies from withholding taxpayer money from death and destruction 
providers (Pentagon), unless those providers refuse to provide or pay 
for DU clean-up or refuse to offer Geneva Convention counseling to 
their "victorious" troops in Fallujah? (Also, I hope this sentence 
sounds confusing enough to be passable as your average Senate 
Bill...)
