Consumer lines were prevalent in Eastern Europe during the 80's.

Capitalist societies eliminate the problem by differentiating people's ability to pay for goods, eg. by 
destroying perfectly good produce in order to prevent a decline in prices.
In socialist societies [and art organizations] the scarce resource is goods, in capitalist society the scarce resource is demand.

The food + etc consumer lines prevalent in Eastern Europe during the 80's, particularly in Romania,
were a direct result of the west halting credit, closing foreign markets, and in Romania's case,
a strong impetus to pay the national debt before schedule, so as to minimize western meddling in internal affairs.
Other socialist countries, eg. Poland, rescheduled their debt payment. Ironically, in Romania's case,
the measures undertaken to repay the debt in record time, led to public discontent, which
catalyzed further repression ... poof

Yet the crisis experienced by the socialist block, was/is deeply entangled with the ongoing capitalist crisis,
which ...
