International Crisis Group (ICG) calls KFOR a failure.

As the international community used to stand by while Serbs were
doing the cleansing in Croatia, Bosnia, and Kosovo, and as it stood
by when Croats and Bosniaks did the reverse ethnic cleansing in
retaliation, it stands by yet again, allowing Kosovo Albanians to
dispose of the meager remnants of Kosovo Serbs.

The balance so far according to Guardian:
19 dead
900 injured
4500 Serbs expelled from their homes

50,000 Albanians rioted in 33 locations. UN administration was
defeated and fled from 32 locations.

Kosovo, as it is, creates a permanent instability in 3 surrounding
countries: Macedonia, Albania, and Serbia-Montenegro - affecting
nearly 20 million people with the 'failing state' syndrome .

Maybe ICG is on to something there...
