Citing lack of jurisdiction to intervene in immigration matters,
on Jan. 9 Judge Alicemarie H. Stotler of the Federal District
Court in Santa Ana, California refused to grant a temporary
restraining order in a lawsuit seeking to bar the arrests and
deportation of foreigners from 20 countries who are required to
register under the INS "special registration" program [see INB
12/20/02]. Peter Schey, lead attorney for the plaintiffs, said
his clients are considering an appeal. [CNN 1/10/03 from AP]
