Disappointment with the democratic process in the Balkans

The second round of presidential elections in Montenegro today is
expected to fail for lack of public interest. At 14:30 local time no
more than 11.5 per cent of the country's 450,000 voters had cast their
ballots - for the elections to be valid a 50% turn-out is required.
It looks like Montenegro, like Serbia and the newly formed union of
Serbia and Montenegro which replaced the Yugoslav federation this week,
will be without a president for some time to come.
