[syndicate] call for proposals

Ok - I'll stay out of this, I was only suggesting if syndiscte needed to be
hosted on a server (as syndicate, not furtherfield or anything else) in its
own right - I could look into it. So I probably read it all wrong & jumped
in to help in my small way like a puppy...
