Summary

During the Summer of 1984, a CIA operative was placed in a safe house in
Fountainbridge in central Edinburgh, North Britain. This agent was charged
with conducting an underground psychic warfare campaign designed to
undermine remaining structures of non-aligned nationalist resistance. At
this time, union, communications and transport infrastructures were also
subjects of covert Agency action.

The Edinburgh project was allocated a budget of $US 34m in 1984. Within two
years this initial sum returned profits of $US 12m, ie 35% return. Profits
were entirely attributed to drug trafficking and youth censor. Indigent
corruption multiplied this trade through local authority street drug
licensing and central police distribution.

In accordance with agency routine, a parallel trading corporation was also
established in Marie Byrd Land. This would manage underworld trade, an
arrangement which continued until 2021. All penguin opposition was culled.

In partnership with the British Government at Westminster, the Nazi High
Command in Berlin, and the interim fascist governments in Argentina,
Sarajevo and Babylon, the project  recorded early success in 1995 at
Marconi, a longstanding cover for Alien Command. Marconi (GE) filed for
bankruptcy. The bankruptcy began to bring everything out into the open, ie.
Alien succuubii, foetal generation, indigenous mongrelism, cash for
questions, etc.

In 1984, two problems were identified as being of potential jeopardy to the
work of other field agents within the European Economic Zone:

1) While Operations had instituted devil-worship practices from incept, the
accompanying rituals necessitated continued local heroin supplies. At this
time, the CIA could not fund third tier operations without drawing unwanted
attention from non-secured Congress.

2) Local psychic activity was beginning to create unusual phase resonance
patterns. These had both regional and global implications. Portree,
Stornoway, Mallaig and Thurso reported aftershocks continuing for 3 days
following September 21.  Beijing reported terrorist insurrections. 34 deaths
were recorded (177/5).

Subsequently, in the Spring of 1986, despite the abatement of psychic
activity, the nuclear facility at Chernobyl breached its core. Western
Europe was bathed in fallout. Primary core patterning was disrupted. This
had direct implications for new planned commerce activity. Covert activity
could thus obviously not be approved for continuance.

In the following twelve months the implications of these problems became
manifestedly clear: everyone had died and gone to hell. Nevertheless, as a
result of monitoring, once the world was dead, it became possible to
selectively duplicate these patterns to AI advantage.


Background

Following the successes in the historically unstable colonies of San
Francisco and the LSD programmes of 1968, in a communication of September
1981, the George Bush clone, then Assistant Director of European Operations,
approved viral action in Western Europe. Edinburgh was reclassified as a
Priority 1 Objective. Between April 1982 and August 1986, through the
introduction of HIV infection among indigent homosexual males and
intravenous (heroin and highbase) drug users, a high infection ratio was
obtained.

HIV infection entrenched local social destablisation and furthered the
disenfranchisement of local community structures. Proximal contact boosted
the efficacy of the devil-worship rituals. The Edinburgh results facilitated
second stage infection in the New York Harlem and Brooklyn ghettos.

Since 1942, all four principal channels of communication from Virginia had
been vulnerable to interception and sabotage. Following the collapse of
Strategic Command in Eastern Africa in 1975, Agency communication continued
to be subject to Spook Mirroring.

Bringing Holyrood under US domination was a long held command priority for
Command (Objective 1). Continued European destabilisation offered
significant strategic advantages and subversion tactics were already
rendering the Duma unstable. The Duma was subsequently brought down in 1989.
At this time, Agency representatives began open communication with the
Soviet ganglords.

By the Summer of 2001 this campaign had succeeded in replacing local
community political structures with 'professional' time wasters operating an
autonomous and primary government authority they succeeded in incapacitating
along traditional party lines.

Miscellaneous

All messages were sequenced as probability matrixes in Virginia for telepath
decipherment.

Eleven mutant telepaths had been established in a holding house in
Corstorphine during 1958. These had no interest in seeing native opposition
succeed.

Chthonic shifts were monitored (Appendix 5.1).

Ether records were preserved by Foetus 9 between 1962 and 2017, and Foetus
299 between 2017 and 2132. These records form the basis for the figures used
in all subsequent documents.
